Unfortunately, here is a thread that was started back in December explicitly asking for a developer to provide an answer. Matt Higby and Adam Clegg both posted in that thread, and did not comment on crosshair overlays, which were being discussed openly.
How are you going to enforce this? A lot of people do this, especially after that reddit thread got tons of views. If so, is sticking a piece of tape on your monitor centre basically a hardware-based exploit? So does a static crosshair overlay count as a third party program which affects gameplay, and is therefore not allowed? In situations where you would normally be relying only on your own estimation to find the centre of the screen, you have a nice crosshair you can use instead of the sight waggling all over the place. Having an overlay to display information to the user not related to Planetside 2 itself is fine."

Because they understand, there is not really a good way to distinguish an overlay made through OBS (for streamers) and a mumble crosshair overlay - or a custom crosshair overlay embedded in some brands of gaming monitors (which can't be detected even if they tried). In the case of Dirty Bomb - we have asked the devs, while they won't/can't condone it officially, they have pretty much confirmed that there will be no repercussions. This is why you should always research it, or ask the devs directly, whether or not overlays are permitted. This includes the regular mumble overlay, not just the modified ones (as no anti-cheat really distinguishes one type of overlay from another). However, now they seem to just disable overlays, rather than ban people (see Rust).
Yes, some games will detect overlays, including mumble overlays, and ban you for them. Okay, this thread derailed pretty quickly.
